Department Summary
Information Services (IS) is the central information technology unit at the University of Oregon and provides wide ranging services to campus. Information Services consists of four major functional areas: Customer Experience, which serves as the key contact point for interactions with campus clients and customers; Enterprise Solutions, which manages and supports applications, integration services, identity management and data management; Information Security, which helps protect virtual or physical information; and Technology Infrastructure, which provides engineering and support for research IT services and high-performance computing, networking, compute, storage, voice, data centers, audio-visual and classroom technologies, and UO staff supporting Link Oregon, our state-wide research and education network.

Position Summary
Reporting to the Chief Information Security Officer (CISO), the IT Disaster Recovery Program Manager works collaboratively with other IT professionals and University employees to assess and analyze the operational and business impacts and risks of potential IT disasters. They identify essential academic and business functions affected by those disasters, develop and document plans and processes to address those disasters, and deliver IT Disaster Recovery Strategic planning for university-wide usage. The work focus for this position is on preparedness and alignment with university and departmental business recovery goals, development of strategies and contingencies to prevent service disruptions, and creation of recovery plans required to restore IT systems/services if they fail. Altogether, ensuring the university is prepared for timely and successful recovery from an IT disaster.

The ITDR Program Manager role requires strong leadership and communication skills to effectively collaborate with senior business unit management in the definition, prioritization and support of key business recovery requirements and objectives. It requires the ability to strategically translate business operations recovery requirements into action-oriented plans, programs, data center infrastructures and recovery testing strategies.

The position is expected to evolve with shifts in technology paradigms. The IT systems of concern may be located on site, in one or more cloud locations, or in a combination of on-site and cloud locations. Systems in scope may be managed by Information Services or any other University department.

The IT Disaster Recovery Program Manager will ensure the ITDR strategies developed are compliant with administrative rules and regulations, and local, state, and federal laws. They are also expected to respond to and collaborate with internal and external auditors.

This position may involve hiring and supervision of supporting staff.

Essential Personnel
This position may provide essential services during times of emergencies and inclement weather. This position may be required to fulfill essential services and functions during these times.

Minimum Requirements
• Bachelor's degree from an accredited college or university required, or equivalent skills and experience.
• Five years of experience and knowledge working on Disaster Recovery.
• Five years of experience in an IT position requiring critical planning and decision-making responsibilities for enterprise computing systems.

Professional Competencies
• Ability to work collaboratively with a team of diverse IT professionals, clients, and partners, thereby establishing credibility and relationships with senior leadership, colleagues, and customers.
• Ability to assess functional requirements and provide appropriate technology solutions.
• Ability to use hands-on experience to support backup, recovery, storage systems, and IT security management.
• Ability to adapt within a rapidly changing technical environment.
• Understanding of how disasters impact humans from a psychological perspective.

Preferred Qualifications
• ITIL certification, and/or significant on-the-job experience with ITIL/ITSM.
• Experience recovering enterprise systems from real-life incidents.
• ITDR Planning Certification or willingness to obtain certification.
• Demonstrated understanding of enterprise systems topology.
• Experience administering or integrating on-site, cloud, or other enterprise systems.
• Experience using data decision support systems.
• Experience in the use and application of IT project and program management tools.
• Five or more years of experience supervising staff.
• Excellent verbal and written communication skills, including the ability to explain technical concepts to audiences with a wide range of technical skills.
