Full-time HR Analyst/ Subject Matter Expert (3165)

at Three Saints Bay Family of Companies in Virginia

Ocean Bay, LLC, a subsidiary of Three Saints Bay, LLC and a Federal Government Contractor industry leader, is seeking a looking for an experienced HR Analyst/ Subject Matter Expert to join our Team in Arlington, VA.

As an HR Analyst/ Subject Matter Expert you will perform a variety of professional work in support of the DEA Diversion Control (DC) Program’s HR functions, working on a variety of projects for our classification and drafting of government position descriptions. Perform human capital management, and execution of activities for personnel both national and international through the collection, analysis and reporting of data. Regular, predictable attendance is essential for satisfactory performance as is the ability to work both with minimal direction and within a team environment.

Responsibilities:

Learn and maintain current knowledge base of standard operating procedures, existing and emerging regulations, standards, or guidance documents of Human Resources.
Utilize government proprietary databases to track and monitor all Personnel Actions.
Handle sensitive information, to include but not limited to Personal Identifiable Information.
Interact and communicate with wide range of stakeholders to gather information necessary for completing HR related functions and position description requirements.
Update and draft government position descriptions after gathering position requirements.
Coordinate interdepartmental development of program plans and interfaces with other sections and offices.
Assist in management of Human Capital Resources nationally.
Track correspondence, documents, and projects.
Conduct research in the resolution of administrative or technical issues affecting program areas of responsibilities.
Participate in the planning, implementation and logistics of meetings and conferences.
Maintain documentation and a historical record for projects and provide management with updated status.
Participate in project performance team meetings in order to provide ideas, methods or processes for section performance improvement.
Write or update standard operating procedures, work instructions, or policies. Assist with ensuring compliance with SOPs and in initiating and revising SOPs as necessary.
Maintain regulatory files/database and chronologies.
Conduct research; develop and maintain spreadsheets, tracking databases, reports, and presentations; generate and document information for statistical purposes. Perform data entry and reconcile any inconsistencies that may appear in databases.
Utilize government database systems and word processing and spreadsheet software and generate associated reports from the databases.


Requirements:

US Citizen.
Must be able to obtain and maintain a Public Trust level clearance and be drug-free.
Masters’ degree or Bachelors’ degree plus equivalent work experience.
Minimum of 15 years of relevant experience required.
Knowledge of OPM rules, guidelines and policies for vacancy announcements and position descriptions.
Strong writing, analytical, and research skills.
Strong computer skills; proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Access, and Outlook), technology systems, and communications tools.
Strong verbal, written and interpersonal skills; excellent proofreading skills
Intermediate to advanced skills in manipulating data in Excel preferred.
Experience performing extensive research utilizing multiple data sources systems preferred.
Ability to multi-task; detail oriented; be observant and anticipate operational needs.
Excellent problem solver and able to handle difficult situations.


Position located in Arlington, VA (currently hybrid).
