Full-time Project Management Analyst - Mid-Level (3160)

at Three Saints Bay Family of Companies in South Carolina

GVI, Inc., a Federal Government Contractor industry leader, is seeking a full-time Program Acquisition Analyst – Mid Level in Hanahan, SC.

This position will provide full spectrum program management support services to Naval Information Warfare Center (NIWC) Atlantic’s Tactical Services & Infrastructure (TSI) Integrated Product Team (IPT).

TSI supports Marine Corps System Command (MCSC) with life cycle engineering, logistics, fielding, and sustainment support for various Command, Control, Communications, Computers, & Intelligence (C4I) systems. This position’s primary focus will be to support the IPT with acquisition and requirements management of Tactical Server Integration for the Common Host Environment.

This position is for an awarded contract that has over four years of optional Period of Performance (PoP) remaining.

Position Responsibilities:

Incumbent works as part of an integrated team to collaborate and resolve issues in many functional and technical areas such as test and evaluation, engineering, production, procurement, user requirements, contract requirements, delivery, support, and sustainment.
Incumbent plays a significant role in developing and authoring program and acquisition documentation required to support or meet program and project milestones with multiple internal and external organizations. Works with others to formulate recommendations for the IPT Lead to support major program events and decision points.
Conduct economic and cost estimates/ assessments such as Rough Order of Magnitudes (ROMs), cost analogies, Basis of Estimates (BOEs) in support of project development.
Coordinate, track, and report acquisition Courses of Action (COAs) for the programs various acquisition efforts.
Provide routine Technical Status Reporting of the activities of a cross functional team to ensure successful completion of the project’s scope of requirements.
Support the development and maintenance of an effective Communication Plan per the IPT Leads needs.
Develop, track, and report project Integrated Master Schedules (IMS), to include developing IMS road maps for briefing.
Effectively analyze schedule critical path, schedule conflicts/risk, and resource requirements/constraints.
Support the IPT with risk management responsibilities to include risk identification and reporting.
Coordinate with functional areas of the IPT to collect and develop Program Management Health Review Briefs (i.e., PMRs, SETR Milestone Briefs) as required.
Support the IPT with controlling and tracking performance and requirements in terms of costs, schedules, and resources.
Manage IPT meetings including hosting meetings, developing meeting briefs, and capture/tracking meeting minutes and action items.
Utilize analysis schedule data, program artifacts, and other relevant program status data to identify risk and document lessons learned.
Support the IPT with drafting and final documentation support of ad hoc technical documentation and white papers.
Personal Qualifications:

Excellent verbal and written communication skills with the ability to communicate complex information clearly and concisely to stakeholders at all levels.
Proven experience in developing and delivering effective communication strategies for project stakeholders including team members, clients, executives, and vendors.
Ability to manage and resolve conflicts, negotiate with stakeholders, and facilitate productive discussions to achieve project goals.
Skilled in building and maintaining relationships with stakeholders, including identifying and addressing stakeholder needs and expectations throughout the project lifecycle.
Experience in conducting effective presentations, meetings, and project status updates to stakeholders, including adapting communication style to different audiences.
Proficient in using communication tools such as email, chat, video conferencing, and project management software to keep stakeholders informed and engaged.
Ability to work collaboratively with cross-functional teams, using excellent communication and interpersonal skills to motivate team members, facilitate collaboration, and drive successful outcomes.
Demonstrated ability to actively listen, interpret and respond to stakeholder feedback and concerns.
A strong commitment to transparency, keeping stakeholders informed and up to date on project progress, risks, and issues.
Familiarity with agile methodologies and other project management frameworks, and the ability to apply these methodologies to manage communication effectively throughout the project.
Proven experience in identifying and evaluating business opportunities and developing and executing strategic plans to launch and grow new ventures.
Skilled in building and managing relationships with stakeholders, including sponsors, customers, suppliers, and partners.
Position Requirements:

· US Citizen.

· Active Secret Clearance Required for this position.

· Work to be performed in combination with remote telework and onsite (2-3 days/week in Hanahan SC) as required.

· Limited to no travel required for this position.

· Bachelor’s degree in Business, Organizational Development, Education, Physical Science, or business-related specialty.

· Six (6) years or more of experience within PM support, to include: Development of Program Acquisition Documentation, Development of Program Monitoring Approach, Data Collection and Analysis, Program Health & Risk Analysis, Development of Cost Estimates, Development of Program Status Reports, and Development & Management of Integrated Master Schedules.

· Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures.

· Intermediate to advanced skill set in MS Office Suite, MS Project, One Pager, Power Point, and Adobe Acrobat.

Preferred Experience:

· Past PM support experience related to Acquisition/Requirements Management, Software Development, Cybersecurity, Software Integration, Software & Hardware Procurement, and Test & Evaluation focused programs

· Specific C4I support within Tactical Server Integration for the Common Host Environment (CHE).

· Previous PM support within federal government industry

· Project Management Professional (PMP) Certification
