Full-time Port Coordinator - Pacific Islands Regional Observer Program

at Three Saints Bay Family of Companies in United States Of America

Ghostrock, LLC, a subsidiary of Three Saints Bay, LLC and a Federal Government Contractor industry leader, is seeking a Port Coordinator to provide Field/Logistics support for the Pacific Islands Regional Observer Program (PIROP).



Responsibilities:

Perform Field/Logistics (Port Coordinator) duties in support of the National Marine Fisheries Service (NMFS), Pacific Islands Regional Office Program (PIROP).


Requirements:

U.S. citizen, or a non-citizen who has legally resided in the United States or its territories continuously for at least the past two (2) years and has legal visa status with the Immigration and Naturalization Service (INS).
Ability to pass a pre-employment background check
Bachelor’s Degree with a major in one of the biological sciences from an accredited four year college or university with at least 30 semester hours in any combination of scientific or technical courses such as biology, chemistry, statistics, entomology, animal husbandry, physics or mathematics of which at least sic semester hours are in marine science or fisheries Substitution of a bachelor’s degree in a major other than biological sciences may be considered on a case by case basis
One year of specialized experience which may be substituted for six semester hours of marine science or fisheries course work
Specialized experience may be substituted for a portion of the educational requirement on a case-by-case basis. The specialized experience must have been in the field of fisheries and include functions such as:
(a) observing ocean-fishing activities;

(b) recording data on sea turtle and marine mammal sighting and fishing activities;

(c) tallying incidental take of sea turtles, sea birds, and marine mammals from fishing platforms;

(d) collecting biological specimens from postmortem animals; and

(e) entering collected data into a database using computers;



OR



Individuals who have successfully completed a Government conducted observer training and who currently are certified under a NMFS observer program may be eligible for Hawaii longline observer work; and also successfully passed the Government conducted three (3) week observer training class with a score of 85% or higher.


OR



On a case-by-case basis, candidates who successfully complete, pass, and become certified longline observers; and also successfully pass the three (3) week observer training class with a score of 85% or higher.


OR



Candidates that have successfully passed the three week pre-training Marine Options Program (MOP) at the University of Hawaii and also the three (3) week observer training class with a score of 85% or higher.


Preferred Qualifications:

It is desired, but not required, that observer candidates have:

(1) Ocean experience aboard small boats.

(2) Scientific data collection and data entry experience in and beyond college.

(3) Previous experience as marine mammal or fisheries observers.

(4) Ability to speak Vietnamese or Korean.

(5) Familiarity and comfort with the traditional culture and foods of Asia (Korean & Vietnamese) fishers.

(6) Valid and current passport.



Medical Fitness Requirements:

(1) Be able to work at sea for extended and uncertain duration of time without medical restrictions;

(2) Must be capable of lifting/moving sea turtles, or marine mammal carcasses averaging 100 pounds each.

(3) Have clear distant vision (correctable to 20/20 in one eye and to 20/40 in the other) for observing marine animals in the wild;

(4) Be able to live in confined quarters with commercial fishermen whose interests may not be consistent with the observer’s duties;

(5) Be able to handle potentially high psychological stress; and

(6) Must comply with U.S. Coast Guard regulations or requests regarding drug testing.



Be certified by a physician to be physically and medically fit to work aboard commercial fishing vessels. Physical considerations include, but are not limited to:

(a) susceptibility to chronic motion sickness;

(b) ability to live in confined quarters;

(c) ability to tolerate stress;

(d) ability to lift and carry heavy items;

(3) Pass observer training including safety training course;

(4) Be able to work independently, yet follow technical instructions;

(5) Be able to get along well with others;

(6) Be able to swim;

(7) Maintain objectivity, and the appearance of objectivity.



As fishing activity dictates vessel departures and arrivals, vessel notification requirements limit response time; therefore, observers must be prepared for sudden sea assignments of extended and uncertain duration.


Possess a current CPR and First Aid certification prior to NMFS observer training. It is the observer’s responsibility to ensure proper re-certification or renewal to maintain this certification.
