Kiliuda Consulting is seeking a Program Manager to provide management, administrative and technical support to the DEA Diversion Division.
Responsibilities:
Provide effective and efficient plans, organization, and management for the daily performance of all contractor personnel
Assign staff personnel to appropriate shifts, employment functions, tasks, and duties
Monitor staff workload per wage category per shift, per week to ensure contract compliance
Establish or improve procedures and controls, to ensure that all services meet specified requirements
Provide daily coordination of project activities and client contact
Ensure resources are provided for capable performance of financial investigative support functions to commensurate with contract personnel staffing levels
Provide the Contracting Officer Representative (COR) with status reports
Monitor the contract to ensure that all tasks are being properly executed
Make suggestions for improvements, of the operation and prevention of problems; and respond to requests from the COR
Ensure that all employees are fully qualified for the labor categories under which they are assigned and that employees perform the work efficiently and in a timely manner
Handle all disciplinary matters involving the Contractor staff and to sign all papers, documents, and/or reports on behalf of the Contractor
Conduct staff meetings on performance matters, including changes to processes or policy, production, issues in work products, disposition of files, attendance, and policy and procedural matters
Plan and develop policies and procedures for the effective and efficient management of operations
Review and approve status reports and properly disseminate such reports.
Monitor the operations of the TO and all Contractor staff hired in the performance of the TO, regardless of the physical location of the staff
Ensure all time and attendance records of all staff are accurate, complete, and submitted in a timely manner
The ideal candidate will also assist with the financial analysis by:
Access and analyze the financial data to further the investigation and prosecution of physicians, pharmacist, and pharmacies suspected of engaging in rogue business practices in violation of the CSA
Conduct thorough analysis of identified targets’ financial background, accounts and properties to assist Special Agents, Task Force Officers and Diversion Investigators in formulating operational plans and enforcement operations.
Provide analysis of a wide array of financial, banking and real estate documents, and those accounts and properties destined for civil and criminal seizure and forfeiture
Synthesize investigative information and financial documents analysis to provide work products that will form the basis of investigative reports, search and seizure affidavits, and other investigative activities and legal proceedings
Present information derived from analysis and investigative data and financial documents in a variety of forums to include sworn testimony in various legal settings
Requirements:
US Citizenship
Active Secret Clearance is required
Ability to pass DEA Clearance; prior DEA employment is preferred
Ability to pass a pre-employment background check
Bachelor’s Degree
Minimum of ten years’ supervisory or managerial experience in conducting complex criminal investigations
Excellent written and oral communication skills to communicate with all levels of management
Excellent planning, supervising and leading qualities
Financial and Operational skills to develop and implement strategies and action plans to achieve objectives
Must have extensive knowledge of DEA Policies and Procedures
May be required to access classified network systems (i.e. Merlin) and review intelligence reports that are classified.
May also be required to participate in meetings with other federal agency partners on investigative topics
