The Position
Reporting to the associate vice president for safety and risk services & chief resilience officer, the chief of police leads, directs, and strategically plans the comprehensive functions and operations of the University of Oregon Police Department (UOPD), organizing and overseeing the activities of UOPD’s three major divisions: Administrative Services, Security, and Law Enforcement Services. As the University’s top law enforcement administrator, the chief directs and coordinates all security, safety, and protection programs; leads regional safety programming to address the safety and security needs of university operations outside the Eugene/Springfield area; participates in multi-disciplinary compliance efforts relative to the Jeanne Clery Act; and collaboratively oversees and administers the campus electronic control systems, CCTV, panic button system, and the central alarm monitoring system. The chief plans and directs the implementation of the short- and long-term goals, objectives, and strategies of UOPD by providing law enforcement counsel and support to administration; identifying, devising, and promoting national best practices, sound policies and procedures, and innovative problem-solving initiatives; and working collaboratively to address student-related issues, practices, and activism. The chief actively engages the campus and surrounding community, soliciting input on matters of concern, serving on campus-wide safety-related committees and leadership teams, connecting with other local, state, and federal law enforcement agencies, and, in support of the department’s community-oriented and trust-based policing philosophy, working collaboratively with community partners in developing approaches and strategies aimed at proactively reducing crime and promoting prevention programming. The chief must demonstrate commitment to the University’s affirmative action and equal opportunity goals and plans, as well as provide leadership at the departmental level and within the University as a whole on all aspects of the University’s diversity plan.

The chief efficiently manages the department’s fiscal operations, with a budget of approximately $5.5 million; ensures good stewardship of resources; and oversees and administers all personnel functions for a staff of 42, including five direct reports, providing exceptional training, continuing education, and other professional development opportunities.

Qualifications
The position requires a bachelor’s degree (master’s preferred) in criminal justice, public administration, or a related discipline, with progressive administrative, supervisory, and management experience in a variety of law enforcement or public safety assignments. The successful candidate will possess experience leading and managing large events; developing and implementing major initiatives, programs, or projects; addressing complex human relations issues; developing effective training programs; and collaborating effectively with faculty, staff, students, and other campus community members. The successful candidate will display honesty, integrity, ethical standards, a strong work ethic, good judgment, and a high level of motivation at all times; possess demonstrated knowledge and ability related to effectively engaging with individuals and groups representing a variety of identities, cultures, backgrounds, and ideologies; maintain strong interpersonal, communication, leadership, and supervisory skills; and exhibit the ability to lead change and build new programs. Fostering a positive and team-oriented work environment; maintaining professional discipline; understanding the value and legal implications of data and criminal intelligence; leading critical analyses of existing processes and formulating recommendations for improvements; and ensuring the availability of professional development opportunities for all staff will be expected. Within one year of hire, the successful candidate must possess or be in the process of successfully obtaining Oregon Police Officer and Executive Level certifications as required by the Oregon Department of Public Safety Standards and Training.

Prior law enforcement experience at a higher education institution, graduation from the FBI National Academy or other senior management/leadership school, and supervision in a collective bargaining environment are highly preferred.
