Department Summary
Campus Planning and Facilities Management (CPFM) is a vibrant department, which comprises five units, and approximately 270 employees: Facilities Services, Utilities & Energy, Campus Planning, Office of Sustainability, and Design & Construction. The units of CPFM strive to provide excellent customer service to the University of Oregon campus and operate with the highest professional standards, communicating and collaborating with customers to support the stewardship of the campus.

Utilities and Energy (U&E) provides Steam, Chilled Water, Electricity, and other district energy services for the University of Oregon. The Utilities and Energy Department is comprised of specialized and diverse staff including Electrical technicians, Co-Generation Engineers, Maintenance technicians, and administrative staff. The Utilities and Energy staff work 24 hours a day to ensure safe, reliable, and energy efficient utilities are delivered to the University of Oregon. The department is responsible for all aspects of operation, maintenance, and repair of the campus utility and building thermal systems including a 10MW Combined Heat and Power (CHP) plant, 6.5MW emergency power generation, production and distribution of campus heating steam using two industrial natural gas fired boilers, production and distribution of electrical power, 7,500 ton chilled water plant and distribution system, instrumentation and controls, compressed air, and other services to more than 80 buildings and over 4 miles of distribution tunnels. The department works closely with other campus departments from across different business units to ensure effective operations, avoid unsafe conditions, and mitigate service interruptions in all utility functions.

Position Summary
The Director of Utilities and Energy is responsible for planning, managing and directing the operations and maintenance of utility production and distribution systems for the main campus. The Director is responsible for planning and execution of main utility Capital Improvement Plan, work asset management, Utility System Master Plan, emergency response and operational resiliency efforts. The Director is responsible for developing and implementing Operating, Maintenance, and Capital budget processes that effectively support utility operations.

The Director of Utilities and Energy has broad latitude for ensuring the utility system operations meet the business needs of the campus. The Director makes unit policies and decisions that impact the fiscal operations of all campus departments and scope of decisions will impact the business operations of the entire campus. The Director must work to assure effective operations and to mitigate unsafe conditions or service interruptions in any of the plant functions. Specific tasks include but are not limited to planning, day to day operations, supervision, development, training, budgeting, analysis and troubleshooting, and administrative and managerial duties within the utilities area.

This position reports to the Associate Vice President (AVP) for Campus Planning and Facilities Management (CPFM), is a member of the CPFM Leadership Team, and manages all aspects of the University of Oregon Utilities including the Central Power Station, distribution systems, tunnel systems, and the $24M departmental operations and maintenance budget.

Minimum Requirements
• Bachelor’s degree from accredited four-year institution of higher education
• Five years’ experience overseeing Utility Systems (specifically, production and distribution of electrical and/or thermal systems)
• Three years’ experience directly supervising trades positions, which includes substantial experience in all of the following: hiring, termination, on-boarding, establishment and review of position descriptions, and performance management.

Preferred Qualifications
• Bachelor’s or advanced degree in Engineering or related field
• Registration as a professional Engineer
• Ten years’ experience managing utility Systems (production and distribution of electrical and/or thermal systems)
• Experience working in Higher Education or similarly large complex organization with diverse utility customers
• Experience preparing and administering utilities operations budget
• Demonstrated experience developing, presenting, and advocating capital plans to institutional decision-makers
• Experience working in a union and/or collective bargaining environment.
