Chief Technology Director

JOB RESPONSIBILITIES:
Provides strategic and tactical planning, development, evaluation, & coordination of technology systems. Provides management, direction, and leadership in all functional IT areas such as applications development, computer systems, networking, technical support, security, & systems administration. Develop, collaborate and provide short and long-term technology strategies in conformance with the City's mission and goals. Serve as a member of the City’s Leadership Team.
QUALIFICATIONS:
Bachelor's Degree or higher from an accredited college or university preferred. Seven (7) years of increasingly responsible leadership experience in all aspects of IT operations and IT systems management, including five (5) years of administrative and supervisory experience. Three (3) years of project management experience preferred. Experience in public entity also preferred, but not required. Valid Kentucky driver’s license.
ILLUSTRATIVE DUTIES:
• Oversee all functions related to personnel, budget, policy and procedure, & the planning of the IT Department
• Supervise a team of IT professionals and provide oversight, supervision, & management of the said team
• Responsible for evaluating, maintaining, and enhancing sophisticated information systems, and for development and implementation of new systems including hardware, software, network infrastructure, and custom applications.
• Determine operational objectives and recommend IT solutions by studying business functions; gathering information; defining requirements and solutions; and coordinating the planning, development, and implementation of these solutions.
• Development & administration of the IT Department budget including capital projects; direct the forecast of funds needed for hardware, software, and professional services; direct the monitoring and approval of expenditures; direct and implement adjustments as necessary.
• Serve as an IT liaison to all internal office units, law enforcement agencies, & external service providers.
• Ensure internal network infrastructure, computer systems and data are secure and in compliance with security regulations and adhere to industry best practices.
• Serve as a system administrator and perform all duties as required, including security audits.
• Document systems & procedures.
• Supervise the delivery of information technology & audio-visual services for city commission meetings.
• Serve as primary project manager for IT-related projects, overseeing all phases of a project management lifecycle.
• Prepare data reports for both internal analysis & open records requests.
• Contribute to team efforts by helping accomplish tasks, including hands-on support as needed.
• Perform other duties as assigned
PHYSICAL REQUIREMENTS:
Ability to operate a computer keyboard. Lift 50 pounds. Must possess sufficient dexterity to assemble & disassemble hardware components.
KNOWLEDGE, SKILLS, & ABILITIES:
• Ability to make critical decisions in the best interest of the City. Ability to exercise sound judgment and discretion in handling confidential information, and to demonstrate leadership, independence, initiative, and innovation on all assignments.
• Knowledge of recent developments, current, and emerging technologies, and sources of information regarding IT, applications management, cloud computing, and enterprise security.
• Knowledge of the principles of supervision, training, & performance evaluation.
• Knowledge of proper IT asset management & resource allocation.
• Knowledge of Kentucky and Federal law pertaining to the intake, management, & discovery of criminal justice information, including digital evidence.
• Thorough understanding of all aspects of project management lifecycle.
• Ability to review, analyze, and evaluate business systems and user needs.
• Ability to communicate clearly & concisely, both orally and in writing. Possess excellent public speaking & presentation skills.
• Ability to represent the office in technical and administrative meetings with partner agencies to develop technical policy and cooperative agreements.
• Possess technical skills and abilities to provide backup support for all supervised positions.
• Ability to work under pressure and exact schedules to complete assigned tasks.
• Ability to work independently and as part of a team, and to support and contribute to a cohesive team environment.
