GVI, Inc, a subsidiary of Three Saints Bay, LLC, and a government industry leader, is looking for a Program Analyst to join our Team in Dahlgren, VA!

Position Responsibilities:

Provides program planning and execution analysis to program managers.
Analyzes and evaluates (on a quantitative and qualitative basis) the effectiveness of line program operations in meeting established goals and objectives.
Develops life cycle cost analyses of projects and performs cost benefit or economic evaluations of programs.
Advises program management on the distribution of work among resources and proposes the appropriate staffing levels and skills mix.
Develops new or modified administrative program policies, regulations, goals, or objectives.
Identifies and gathers data required for use in the management and execution of programs.
Develops management and/or program evaluation plans, procedures, and methodology.
Conducts studies of employee/organizational efficiency and productivity, and recommends changes or improvements in organization, staffing, work methods, and procedures.
Performs management surveys to determine compliance with agency regulations, procedures, sound management practices, and effective utilization of staff.
Position Requirements:

US Citizenship
Ability to obtain an Interim Secret Clearance and able to maintain an Active Secret Clearance; Candidates currently possessing an Active Secret Clearance are preferred.
Bachelor’s degree from an accredited college or university.
Five (5) years of demonstrated experience providing program planning and execution analysis to program managers.
Demonstrated ability to analyze and evaluate (on a quantitative and qualitative basis) the effectiveness of line program operations in meeting established goals and objectives.
Demonstrated ability to develop life cycle cost analyses of projects and perform cost benefit or economic evaluations of programs.
Demonstrated ability to advise program management on the distribution of work among resources and propose the appropriate staffing levels and skills mix.
Demonstrated ability to develop new or modified administrative program policies, regulations, goals, or objectives.
Demonstrated ability to identify and gather data required for use in the management and execution of programs.
Demonstrated ability to develop management and/or program evaluation plans, procedures, and methodology.
Demonstrated ability to conduct studies of employee/organizational efficiency and productivity and recommending changes or improvements in organization, staffing, work methods, and procedures.
Demonstrated ability to perform management surveys to determine compliance with agency regulations, procedures, sound management practices, and effective utilization of staff.
Experience with Navy ERP.
