Job Title: NCDOT – Technical Specialist (Expert) – Data Engineer
Location: Century Center Building B, 1020 Birch Ridge Drive, Raleigh, NC 27610
Work Type: Hybrid (Must reside in North Carolina; on-site 2–3 days/week as needed)
Duration: Long Term Contract
Pay Rate: DOE

Position Summary:

The Senior Data Solutions Engineer will serve as the Database Architect for the North Carolina DMV Modernization initiative. This role is responsible for designing, managing, and maintaining data flow for cloud migration, ensuring data integrity, security, and optimal performance. The candidate will lead a team of database programmers and collaborate with technical and leadership teams to deliver scalable data solutions.

Key Responsibilities:

Lead the design and implementation of cloud data strategies and architectures.

Oversee data conversion, cleansing, mapping, migration, and governance processes.

Develop logical and physical data models, schemas, and dictionaries.

Implement data quality, retention, and security policies.

Manage ETL/ELT data transfers and integration using SQL Server and DB2.

Direct and mentor database programmers and collaborate with cross-functional teams.

Support QA and O&M initiatives through data analysis and technical documentation.

Identify and resolve performance issues, ensuring adherence to SLAs.

Support MS Azure data initiatives and cloud-based modernization efforts.

Required Skills & Experience:

10+ years in Database Design (SQL Server, DB2).

10+ years in Data Conversion, Cleansing, and Migration.

10+ years with SDLC, Application Development, and Support.

10+ years in Problem Diagnosis, Testing, and Documentation.

5+ years in Team Leadership or Supervision.

Strong communication and analytical skills.

Experience with Database Backup, Table Partitions, and Performance Tuning.

Bachelor’s or Master’s in Computer Science, IT, or related field (MBA preferred).

Highly Desired:

Microsoft Azure or Cloud Certification (2+ years)

SSIS Management / Framework Experience (2+ years)

Parquet File Maintenance Knowledge

Additional Notes:

Candidate must reside in North Carolina and be able to report onsite at short notice.

Strong emphasis on cloud migration, data governance, and modern data architecture.
