Information Systems Specialist IV – Communications Team

Ocean Associates, Inc. (OAI) is seeking an Information Systems Specialist to support the National Marine Fisheries Service’s (NMFS) Pacific Islands Regional Office (PIRO). OAI supplies personnel support on contract to government and industry clients for technical, administrative, managerial, and organizational services.


The Pacific Islands Regional Office (PIRO) manages programs that support both domestic and international conservation and management of living marine resources within the Pacific. Within PIRO’s Directorate Office, the Communications Team supports the mission of the Sustainable Fisheries, International, Protected Resources, Habitat Conservation and the Observer Program. The Communications Team assists by strategizing target messages and producing products to reach desired audiences. Services include media coordination, graphic design, web/social media, science writing, and outreach. Together, the team supports the NOAA Fisheries mission, promotes scientific foundations behind management decisions, uses innovative tools to improve public stewardship, and anticipates/responds proactively to emerging issues and policies.

Location: Honolulu, HI

Salary and Benefits: This is a short-term part-time position with 460 hours over four months. Salary is Commensurate with experience. Comprehensive benefits package.


The individual shall provide the following services:

Follow policy and serve as the technical expert and point of contact for video production.
Edit and prepare video footage and photographs for use on the NOAA PIRO website and social media accounts.
Work with others to review drafts and acquire clearances before finalizing.
Ensure consistency, accuracy, and compliance with required standards. Manage post production by adding computerized titles and motion graphic effects, trimming digital video segments to specified lengths, and reassembling segments in sequences that present stories with maximum effect.
Manage the inventory of video and audio editing equipment including video cameras, digital video storage devices, and audio mixers and serve as the technical expert for staff questions on the correct use of the equipment. .

Selected individual(s) must have the following minimum qualifications:

Seven (7) to nine (9) years of experience as an Information Systems Specialist or in a similar position.

Additional required qualifications include:

Seven or more years of experience with social media application, video design, photo editing, document production, computer-based presentations, and desktop publishing.
Proficiency with Sony FDR-AX700 4k video camera and Nikon D7500 DSLR camera.
Proficiency in PC platform of Adobe Creative Suite (Illustrator, Photoshop, Dreamweaver, etc.).
Proficiency in PC platform of Adobe Production Suite (Adobe After Effects, Adobe Audition, Adobe Premiere Pro, Encore, Media Encoder, Apple Final Cut Pro, etc.).
Proficiency in Facebook, Twitter, Flickr, and World Press blogs.
Expert knowledge of principles, practices, and techniques of web, social media, multimedia, video, digital art, and illustration.
Must possess good written and verbal communication skills.
Must possess strong creativity and problem-solving skills.
Proficiency with internet and basic office productivity software tools including word processors, spreadsheets, and presentation software.
Must possess a valid driver’s license, and maintain throughout duration of employment, to transport documents, posters, equipment, and supplies or work with staff in multiple work sites.

Additional preferred qualifications include:

Expert knowledge and proficient in video editing and production, updating, and maintenance.
Knowledge of NMFS video and social media policies, and the latest social media trends and technical advancements.
Proven portfolio of completed video projects that meet NMFS compliance.
Experience producing video/web/written content for a science-based organization.
Knowledge of federal protocols in the use of logos, emblems, accessibility, etc.
