Three Saints Bay is seeking a Proposal Writer to join the Business Development team at our corporate office in Manassas, VA. This position is an outstanding opportunity to generate winning proposals for a rapidly growing company providing professional services to the Department of Defense (DoD) and other federal agencies worldwide.

Requirements:

Work with SMEs to capture technical details and translate these concepts into clear text and figures.
Work directly with business development, capture, and proposal professionals to create narrative proposal sections, past performance write-ups, and presentations for government-issued solicitations, including requests for proposal (RFPs), requests for quotation (RFQs), and requests for information (RFIs).
Support a wide range of services, such as Acquisition/Grants Management, Administrative/Clerical, Base Operations Support, Engineering, Financial, Information Technology, Law Enforcement Support services, Marine Engineering, Training, Warehousing/Logistics, and other professional support services. Specific responsibilities include
Gather information required to develop compelling and compliant proposal responses through independent research and by conducting interviews with SMEs, program leaders, and proposed key personnel.
With support from the proposal manager, capture, contracts, recruiting, and subject matter experts, create compelling proposal content that complies with all solicitation requirements, clearly conveys the strengths of our solution, and is easy and intuitive for reviewers/evaluators to score correctly.
Lead written response efforts by developing win themes and writing strategies based on solicitation requirements and statement of work (SOW) tasks.
Translate complex information gathered into clear, concise, and persuasive content.
Assist with preparing infographics, flowcharts, and other visual elements.
Work with the proposal manager to ensure writing deadlines are achievable based on the expected level of quality at each stage of the proposal development process. Once agreed, meet the deadlines or communicate adverse impacts to deadlines as soon as they become apparent.
Assist the capture manager with solution development and other capture support activities prior to solicitation release.
Compile, organize, and maintain boilerplate content, such as executive summaries, capabilities statements, past performance references, program management plans, quality control plans, staffing and transition plans, graphics, tables, and charts.
Participate in color team reviews by providing valuable feedback to peer contributors and implementing peer feedback for assigned sections.
Participate in capture and proposal strategy reviews and solution sessions.
Identify gaps and risks to solicitations/responses and work with team members and leadership to resolve them.
Write, edit, and research content for marketing materials, such as the corporate website, capability briefings, and capability statements for Government bids.
Support related business development and capture initiatives, including boilerplate and past performance information maintenance, template creation and maintenance, style guide maintenance, gap analysis creation, and other tasks in support of overall proposal and business development processes.
Assist with other administrative duties as assigned.
Requirements:

Ability to pass a pre-employment background check
Minimum 7+ years’ experience writing complex, highly technical proposals for government-issued solicitations is required.
Professional training or certification in proposal writing (APMP, Shipley, etc.) is a plus.
Bachelor’s Degree preferred. Relevant technical courses of study, certifications, professional writing courses, and other training related to any aspect of proposal development/writing process, will be considered in addition to or in lieu of an academic degree.
Strong personal skills and the ability to communicate effectively with both technical and non-technical personnel, including project team members, management, and SMEs.
Ability to absorb, capture, and translate varied information of a technical nature.
Strong written and verbal communication skills with fine attention to detail.
Strong formatting, proofreading, and editing skills.
Strong time management and organization skills with the ability to manage multiple projects under tight deadlines.
Experience creating proposal graphics is desired.
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and experience with Adobe Acrobat Creative Suite-Illustrator is desired.
