The Center for the Study of the Conduct of Diplomacy (CSCD) works to help the Department of State become a Learning Organization by providing leadership support, reviews of practices and processes, support for training and operations, providing resources, and highlighting incentives. 1 FAM 295.10 establishes CSCD's mandate to strengthen the Department of State's institutional culture of learning, to prepare Policy Implementation Review (PIRs) (case studies) for training, and to support Lessons Learned exercises across the Department.
